Strenghtening Civil Society’s Contribution to the Rule of Law Report

SOS Malta is implementing this project as part of the Active Citizens Fund Malta programme funded by Iceland, Liechtenstein and Norway through the EEA Grants and Norway Grants. Through this project, Citizens Lab aims to equip civil society with a deeper understanding of the annual European Commission Rule of Law report, to support VOs in the preparation of their annual submission to the report and to draw up a methodology enabling Voluntary Organisations to consolidate their individual reports into one final submission. 

The EC Rule of Law report 

The EC Rule of Law report which is compiled annually examines developments across the Member States, both positive and negative, in four key areas for the rule of law: the justice system, the anti-corruption framework, media pluralism and other institutional issues related to checks and balances. In examining these areas, the Commission has continued deepening its assessment and following up on the challenges and developments identified in the previous reports. 

Carla Camilleri, assistant director of aditus foundation, was tasked with developing training and assisting VOs on the EC Rule of Law Report, its objectives, and the specific areas of interest. Furthermore, through these meetings and training she will equip VOs with the necessary knowledge and skills to conduct assessments related to the rule of law in their respective areas of focus. 

Navigating the Rule of Law Report – A Training Session for Effective Contributions by Civil Society

Carla Camilleri, our assistant director, will be giving training to CSOs aimed at

  • providing information to VOss on the key components and indicators considered in the EC Rule of Law Report;
  • equiping VOs with the necessary knowledge and skills to conduct assessments related to the rule of law in their respective areas of focus;
  • guiding VOs in collecting relevant data and evidence for submission to the EC Rule of Law Report; and
  • facilitiating a collaborative process among VOs for the development of consolidated and impactful submissions.

A Training Session for Effective Contributions by Civil Society In the first weeks of April, Carla held a number of focus groups with civil society actors in order to recieve feedback on the training and guidance document that was being developed for the project. Through these meetings, the feedback provided allowed her to understand better the needs and support needed for civil society to effectively contribute to the EC Rule of Law report.
